Well, 70 ranged isn't really hard to get... And 80 ranged on the other hand takes more than twice as much time to get (70 is around 700k xp, 80 is around 2mill xp).

The defence bonus would be a touch better than addy armour. Each hide would sell for 25,000GP in the shop, and a complete set would cost 600k (200k each piece). The required crafting level to craft a complete set is 94. 88 for vambs, 91 for chaps, 94 for body.

To get White Dragon hides, you will need to kill White Dragons (duh); which is located over here:
